Diana Carolina Barragán Vargas

A graduate of the Universidad de Ibagué, Diana specializes in administrative law and public contracting. She holds specializations in Administrative Law and Public Procurement from the Universidad de Ibagué, Public Management from the Escuela Superior de Administración Pública (ESAP), and Contract Law and Legal Business Relations from the Universidad Externado de Colombia.

Diana has extensive experience advising state contractors and public entities at the pre-contractual, contractual, and post-contractual stages — covering construction, consulting, supply, and service contracts. She has represented national and international companies in the hydrocarbons, social, education, mining, and engineering sectors before public tendering and merit-based selection processes conducted by the Colombian State.
